HOW HE GOT AND/OR DISCOVERED THEM
D.L. discovered his powers while in jail. He first used them to phase out of a pair of handcuffs and then proceeded to use them to escape from jail.
HOW HE USES THEM
D.L. has used his powers to escape from captivity, as a weapon to reach into Linderman's head and grab his brain, to open a locked car door from the inside to free the occupants and to look for Micah.

Deceased in "Five Years Gone," as evident by Sylar's moving through the door. In the beginning of Volume 2, D.L. is dead. We find out that he is shot by a man who was dancing with Niki.
HIS PLACE IN THE 'HEROES' UNIVERSE
He may have possibly been manufactured by Linderman. In the episode "Chapter 21: The Hard Part" he and Jessica discover that Linderman has been tracking, and potentially has orchestrated, their entire life's existence.
